Rubber has insulating properties, meaning that it does not allow electricity to flow through it. You get electric shocks if you cannot stop the electricity from being grounded, so there a few things to consider.

If you are out walking in a lightening storm, take cover and count the number of seconds from seeing the lightening until the time you hear the roar of thunder. This will tell you how close the lightening is, in miles. The best course of action is to take shelter in a building or vehicle. 

What protection do your rubber boots give you? 

The best protection is to wear dry, clean boots with a solid rubber sole that is a good 1.5cm thick. Water conducts electricity so make sure your wellies do not have any holes in them.
